Description

After #277 many managers check directly but other managers will use the EnumerateVersions call in BaseProjectManager. It would be more efficient to skip enumerating the versions in these cases.

The ones that still need updating are:
CRANProjectManager
GitHubProjectManager
HackageProjectManager
UbuntuProjectManager
URLProjectManager
VSMProjectManager
