Description
After #277 many managers check directly but other managers will use the EnumerateVersions call in BaseProjectManager. It would be more efficient to skip enumerating the versions in these cases.
The ones that still need updating are:
CRANProjectManager
GitHubProjectManager
HackageProjectManager
UbuntuProjectManager
URLProjectManager
VSMProjectManager

Research direction
Review the PackageExists handling added in #277, then inspect BaseProjectManager and its EnumerateVersions flow. Locate CRANProjectManager, GitHubProjectManager, HackageProjectManager, UbuntuProjectManager, URLProjectManager, and VSMProjectManager, and confirm that PackageExists avoids unnecessary version enumeration in each case.
