Research direction

Start by reproducing the reported NoTargets project disappearance with SlnGen in Visual Studio, using the current SDK and the older SDK workaround described in the issue. Compare the resulting solutions and identify what changed; done means NoTargets projects appear again and the Azure Storage repository can build in Visual Studio.
