Description

The cities released this time overlap with the previous cities (such as South American cities). What is the relationship between these parts of data? Is it to overwrite the past data or to supplement the original data?
For example, Bolivia in GlobalMLBuildingFootprints(https://github.com/microsoft/GlobalMLBuildingFootprints) and Bolivia in SouthAmericaBuildingFootprints (https://github.com/microsoft/SouthAmericaBuildingFootprints)
