Problem
Template GitHub Copilot Usage Analytics 2-13f3.pbit won't open — Power BI Desktop
shows "This file is restricted Your organization has protected the file with a sensitivity labell. To request access, contact your team's Power BI admin."
The file is wrapped in a Microsoft Information Protection .pfile container:

I assume the label was applied in the author's tenant, so external customers can't
open or remove it (confirmed only for our tenant). All historical versions in git
show the same signature; no release assets exist.
