Research direction
Start by tracing FeatureManagerSnapshot and the Scoped service that creates it, then inspect how TargetingContext is currently obtained and reused. Done means the snapshot preserves the intended TargetingContext for the lifetime of the Scoped service, with tests covering that behavior.
