Description

@pow2clk pointed out that since SM 6.9 required FP16 support, it's surprising that DXC doesn't enable 16bit types by default.

Since SM 6.9 presumably shipped without this issue addressed, it might be better to do this for SM 6.10 and up.

Research direction

Start by locating DXC's handling of shader model versions and the -enable-16bit-types option. Check how SM 6.9 and SM 6.10 are represented and identify the relevant compiler tests or entry points. Done means 16-bit types are enabled by default for SM 6.10 and newer, with behavior for SM 6.9 resolved and covered by tests.
