Description

Describe the bug
Can I write custom rules that match Dockerfile? For docker-compose.yml files I suppose I can just use "applies_to": ["yaml"] but for Dockerfile (without file extension) is this possible?

Research direction

The issue names custom rules, Dockerfile, docker-compose.yml, and applies_to: yaml but no repository file or test. Start by tracing the custom-rule documentation and matching behavior for extensionless Dockerfile names; done means confirming whether this is supported and recording the supported configuration or limitation.
