Description

Is your feature request related to a problem? Please describe.

The process of editing and testing rules isn't very fluid.

Describe the solution you'd like

A (likely blazor wasm) rules editor that supports AI and DevSkim rules. You can edit your rule using something like the oat components to modify the object and then run against samples. Should support new sample test format to be introduced in AI.

Research direction

The issue names no files, tests, or entry points. Start by locating the existing DevSkim and AI rule editing and sample-testing workflows, then assess the proposed Blazor WebAssembly approach. Done means a GUI can edit DevSkim and AI rules, run them against samples, and support the new sample test format.
