Description
currently dtslint only installs versions of typescript that are missing. However, typescript@next changes every day, so it should get installed whenever it's out of date. The simplest way would be to install it on each run, but that would slow down testing.

Research direction
Start at the dtslint installation path and trace how missing TypeScript versions are detected and installed. Define the once-per-day freshness check for typescript@next, then verify that repeated runs avoid unnecessary installs while an outdated version is refreshed.
