Research direction

Start by reproducing the New-AdminPowerAppEnvironment command with Microsoft.PowerApps.Administration.PowerShell version 2.0.212 and review the reported Route conversion error. Check whether the command can create the environment without that error; the issue is resolved when the documented command completes successfully or the failure is clearly diagnosed.
