Incorrect schema change to be ignore in the output script

**Steps to Reproduce:**

1. Having a script inside a dacpac as

Start with the SchemaComparison entry point and reproduce the comparison using the ANR table definition and generated output shown in the issue. Determine why an unchanged schema causes a table rebuild and verify that the output script no longer includes the unnecessary schema change.
