Description

**Is your feature request related to a problem? Please describe.**
Microsoft does not have a net core version of Microsoft.Data.Tools.Schema.Sql.UnitTesting, which is used when following the [Microsoft guidance for creating SQL Server Unit tests](https://learn.microsoft.com/en-us/sql/ssdt/verifying-database-code-by-using-sql-server-unit-tests?view=sql-server-ver15). This prevents us from fully migrating our database projects to net6+.

**Describe the solution you'd like**
Either updates to Microsoft.Data.Tools.Schema.Sql.UnitTesting or new tools and guidance for migrating unit tests to net core.
