Readonly filegroup causes new database deployment to fail

Description
When using SqlPackage.exe to deploy a new database with a readonly filegroup, the deployment fails. I understand that for an existing database you would not want to automatically unlock and relock the database, but for a new database it should be ok.
I think the deploy should set the readonly status at the end of the deploy
