Description
The deferred wait mechanism calls SharedFenceSignal as long as it can get a sharing contract interface, which isn't right, it should only call that API for actual shared fences.

Research direction
Locate the deferred wait mechanism and its calls to SharedFenceSignal; no file or test is named in the issue. Trace how the sharing contract interface is obtained and determine how actual shared fences are identified. Done means SharedFenceSignal is called only for actual shared fences, with coverage for the non-shared case.
