Description
We already emit a few BCL APIs when the compilation doesn't have access to them. We should add SupportedOSPlatformAttribute to the batch to make it easier for folks targeting something less than .NET 5 to write xplat code.

Research direction
Start by finding the existing batch that emits BCL APIs when they are unavailable to the compilation. Add SupportedOSPlatformAttribute to that batch and verify that it is emitted for compilations targeting below .NET 5, allowing cross-platform code to use it.
