As brought up in https://github.com/microsoft/CsWin32/discussions/635, although we have string comparison and conversion helper methods for inline char arrays, we lack them for inline CHAR arrays. This makes it extremely cumbersome for users to initialize or read them.

Generate similar code for CHAR inline arrays that we have for char inline arrays.
