Description
Suggested from https://github.com/microsoft/CLRInstrumentationEngine/pull/111,
Currently we wait 1 minute for configs to load which is sufficient for a small number of configs. When more configs exist, this timeout may not be sufficient and we should expose configuration hooks to allow customers to get unblocked.

Research direction
The issue names no source files or tests. Start by locating ConfigLoading and the current one-minute wait, then trace how configuration loading is initiated; done when customers can adjust that wait through an exposed configuration hook and the behavior is covered by tests.
