Research direction
Reproduce the issue in the webchat-loader using Web Chat version 4.18.1-main.20240927.ea7a875 and the Card Bingsports response, with Narrator enabled. Inspect the response image's accessibility behavior against the WCAG non-text-content reference; done when Narrator skips the decorative image instead of moving focus to it.
