Description
Is your feature request related to a problem?
The telephone keypad UX is not available in white-label experience but under Fluent theme.
Describe the suggestion or request in detail
We introduce the telephone keypad in Fluent skin pack. We should bring it to white-label experience as well.
Describe alternatives you have considered
No response
Additional context
We should also consider input modality feature. Text box, telephone keypad and speech recognition should be working by default with the input modality feature.

Compare the telephone keypad implementation in the Fluent skin pack with the white-label experience. Trace how the input modality feature enables text-box, telephone-keypad, and speech-recognition inputs, then verify that all three work by default in white-label mode.
