Feature Request
Web Chat do not persist conversation information (conversation ID and connection ID). Thus, on every page refresh, the conversation will be created as a new conversation.

Research direction
The issue names no files, tests, or entry points. Start by tracing how Web Chat creates and stores the conversation ID and connection ID, then determine the persistence behavior needed across a page refresh. Done means a refresh resumes the existing conversation rather than creating a new one.
