The current SSO via OAuth sample is coded in Node.js, will be great to add another one that uses .NET Core.

- Bot, rebuilt using C# with a version of .NET Core that can build and run on Docker Linux
- REST API, rebuilt using C#, build and run on Docker Linux

Research direction
Start by locating the existing Node.js SSO via OAuth sample and its two-server structure. Rebuild the Bot and REST API samples in C#/.NET Core, then verify that both build and run on Docker Linux; done means the sample provides equivalent SSO behavior through both services.
