[Bug]: Bill-to Name 2 is editable on other conditions than all other Bill-To Fields

Describe the issue
In several pages (Sales Order, Sales Quote, Sales Blanket Order, Sales Invoice) the field "Bill-To Name 2" is not editable with "Custom Address", but only with different customer.
This was possible in earlier versions - and is still on the Sales Cr. Memo
Expected behavior
When selection "Custom Address" in the Sales Document Bill-To section, the Bill-To Name 2 field should also be editable
Steps to reproduce
- Create a Sales Document (e.g. Order)
- Select "Bill-To" -> "Custom Address"
- Try to enter a different Bill-To Name 2
