Azure Administrator can manage TRE data backup and restore

As an Azure Administrator I would like to be able to understand which configuration and data needs to be backed up and how to manage the backups and restores.

This will likely be a combination of enabling backup functionality as part of the solution where there is state from a technical perspective and documenting the considerations for each component.

It is also important that these stateful elements can be restored.

Acceptance Criteria:

• The Azure Administrator is able to backup stateful core of the TRE components

• The Azure Administrator is able to read considerations around what core TRE elements need backing up and why

• The Azure Administrator can restore the core TRE and workspace infrastructure.

• The Azure Administrator is able to backup stateful workspace components

• The Azure Administrator is able to restore stateful workspace components into restore workspace infrastructure

The issue names no files, tests, or entry points. Start by inventorying the stateful core TRE and workspace components, then review the Azure backup and restore capabilities relevant to each; done means documenting backup considerations and enabling backup and restore for both core and workspace infrastructure.
