Describe the solution you'd like
Researchers who are not Workspace Owners would like to be able to see cost information for workspaces they are assigned to (and services/VMs in those workspaces) so they can keep track of expenditures especially in cases where most users won't be Workspace Owners (for example see #4169 for something that might result in this situation).

Describe alternatives you've considered
We can give researchers Cost Management Reader on the workspace resource group(s) and let them use the cost management features in the Azure Portal; however less-technical users may not be comfortable using the Azure Portal or may not have Portal access in the first place.
