Description

Is your feature request related to a problem? Please describe.
Currently the different roles listed for the TRE core and Workspaces contain little detail on what permissions are permitted for each Role.
For example it is not clear in the documentation what a Workspace Owner can do compared with a Workspace Researcher.
Another example is, does the Workspace Researcher role need to be accompanied by the TRE User role for the TRE core?

Describe the solution you'd like
Can an improved description be provided for each role to include what each of these roles are permitted to do in either the TRE Workspaces or TRE Core?
