As a TRE Administrator
I want to be able to deploy multiple Certificate shared services (and possibly other shared services)
So that certificates can be issued to workspace services that require it.
Acceptance criteria
- Configurable switch at the shared service definition level to indicate whether it supports multiple instances
- Multiple instances of the certificate shared service can be deployed by default
