Description
As a TRE engineer/contributor, I want to use a common Terraform module in the TRE for naming conventions so that I can reuse the same assumptions across all components and templates.
Acceptance criteria:
- A Terraform module for naming conventions should be created and made available through the team's repository.
- The module should contain all the assumptions made by the components and templates in the TRE.
- All components and templates should be updated to use the Terraform module for naming conventions.
- The use of the module should result in consistent naming conventions across all components and templates.
- The module should be updated as necessary to reflect any changes or additions to the naming conventions.

Research direction
Start by surveying the Terraform components and templates in the TRE to identify their existing naming assumptions; the issue names no files or entry points. Done means a shared naming-conventions module is available, all components and templates use it, and their resulting names are consistent.
