Description
As a TRE Administrator I want to be able to update the resource state of failed deployments and/or upgrades.
This should probably bypass the porter action and update the status of the resource to as specified.
For example, set the resource status to "deleted" to hide it from the UI.
At present failed deployments need to be manually deleted from Cosmos DB.
