Description
Further define the Workspace resources and how they can be used.
PR #1339 raised the question of compromised storage accounts due to the key being exposed within files on the user resources.
Data within workspaces is seen to be free to use within the workspace and is secured from external input/output. This needs properly defining.

Research direction
Start by reviewing PR #1339 and the existing Workspace resource documentation. Clarify how workspace data may be used, how external input/output is restricted, and the security implications of keys exposed in user resource files; done means these rules are explicitly documented.
