Description
ServiceHub is a hefty dependency for managing inter-process communications with the identity library. If we could instead implement a .NET provider for identity, that would cut out the dependency as well as help the identity team with tests.

Research direction
Start by tracing where ServiceHub manages inter-process communication with the identity library. Determine the scope of a .NET provider that removes the dependency and supports the identity team's tests. Done means ServiceHub is no longer required and the provider enables those tests.
