Popup windows fail to display if storage explorer is displayed on secondary monitor

Steps to Reproduce:

1. Have a multi monitor setup
2. Open storage explorer and ensure the app is visible on the non-primary monitor
3. Perform some action which results in a popup dialog opening. Examples include renaming a file, or attempting to overwrite an existing file. It seems as though dialogs which require input are affected - the 'Help - About' window seems to work as expected.

Expected Experience:

I expect the popup dialog to be visible on the same monitor as the main storage explorer window.

Actual Experience:

The popup dialog is not visible anywhere. I am unable to interact with the storage explorer window as the popup appears to be modal. I am forced to hit ESC to close the dialog, drag storage explorer back to the primary monitor, and repeat the operation, where it works fine.

Start by reproducing the issue on Windows 10 with Storage Explorer on a secondary monitor, then compare popup dialogs that require input with the Help/About window. The fix is complete when modal dialogs appear on the same monitor as the main window and remain usable during rename or overwrite actions.
