Steps to Reproduce
- Launch Storage Explorer -> Open 'Settings' -> 'Application -> Regional Settings'.
- Select '中文(简体)' -> Restart Storage Explorer.
- Open 'Setting' -> 'Services -> Organize by Resource Group'.
- Refresh the tree view -> Expand 'Storage Accounts' -> Select one resource group.
- Check whether all properties are localized.
Expected Experience
All properties are localized.
Actual Experience
The properties 'Name' and 'Location' are not localized.

This issue doesn't reproduce for resource group under 'Disks' node.
