Research direction
Reproduce the issue by switching Storage Explorer to Deutsch and opening the Update Access Tier dialog for a blob. Locate the localization entry used for the “Cold” access tier and verify the dialog uses the localized value. Done means “Cold” is translated in German without changing the other access-tier labels.
