Steps to Reproduce
- Launch Storage Explorer.
- Open 'Settings' -> Application (Regional Settings) -> Select '日本語' -> Restart Storage Explorer.
- Right click one storage account -> Click 'Set Default Access Tier...'.
- Check whether the description in the dialog ends with '?'.
