Steps to Reproduce
- Launch Storage Explorer.
- Open 'Settings' -> Application (Regional Settings) -> Select 'Français' -> Restart Storage Explorer.
- Expand one storage account -> Blob Containers.
- Upload one blob -> Right click it -> Click the localized 'Change Access Tier...'.
- Check whether all strings are translated.
