Description

**Description/Screenshot**
I've a react frontend app, and I'm trying to initialize tracestate header and I'm not able to do so. From what I read in the [official docs](https://learn.microsoft.com/en-us/azure/azure-monitor/app/distributed-trace-data) it should be supported.
I want to know it is a bug or it is by design.

Research direction

The issue names no repository file, test, or entry point. Start by reproducing the empty TraceState header in the reported React frontend scenario and compare the observed behavior with the linked Azure Monitor documentation. Done means establishing whether TraceState is supported and, if it is, identifying the repository behavior that needs correction.
