Description
Tool: ALM Toolkit
Version: 5.1.20
Severity: Minor
Even if the "Consider Lineage Tag when comparing" is off, it still compares the lineages. It doesn't show up on the UI but we ran into a situation where we renamed and refactored a measure locally and then during update the system threw an error during validation since 2 "different" objects had the same lineage tag.
This kind of comparison was off by default and I have tried this multiple times and failed hence the problem.
Please look into this, thank you in advance!

Research direction
Start by reproducing the issue in ALM Toolkit 5.1.20 with “Consider Lineage Tag when comparing” disabled, using the rename and refactor scenario described. Trace the validation that still treats matching lineage tags as a difference; done means the update no longer fails when that comparison option is off.
