The rule as is now doesn't take into account format string expressions. Should be updated to the following. Text is bold is the addition to the current rule.
IsVisible
and string.IsNullOrWhitespace(FormatString)
and string.IsNullOrWhitespace(FormatStringExpression) and (DataType = "Int64" or DataType = "DateTime" or DataType = "Double" or DataType = "Decimal")
