Description
Hi,
Thanks for the great work with Metadata Translator (MT) so far, it's been of great help!
I have a question about translating levels of hierarchy with this tool - it seems that it's possible to add translation to the hierarchy itself but it's not possible to add translations to levels of hierarchy. As a result the levels of hierarchy are never translated (when working with Metadata Translator) and the translations for them need to be added in some other way (i.e. Tabular Editor provides such functionality).
Am I doing something wrong or MT actually lacks the capability of adding translations to levels of hierarchy?

No source file or test is named in the issue. Start by reproducing the Metadata Translator hierarchy example from the issue and inspect how hierarchy translations are handled versus translations for hierarchy levels. Done means the tool can add and preserve translations for hierarchy levels, with coverage for the reported case.
