[Rendering] DATE formatting does not render in other display languages

Problem Description

When using SHORT or LONG with DATE formatting, the adaptive card is unable to render in other languages. Repro steps:

1. Create adaptive card test app
2. Switch display language to simplified Chinese (also tested with Spanish, Russian)
3. Render payload using {{DATE(2025-10-18T14:00:00Z, SHORT)}}

I tested using different AdaptiveCards.Rendering.Uwp versions and it worked fine in version 1.2.11, and stopped working with version 2.0.0.

Reproduce the issue in AdaptiveCards.Rendering.Uwp or AdaptiveCards.Rendering.WinUI3 v3.2.8 with the provided DATE payload and a non-English Windows display language. Compare the behavior with version 1.2.11 and 2.0.0; done means SHORT and LONG date formatting renders correctly in Simplified Chinese, Spanish, and Russian.
