[Feature Request] Dynamic refresh of adaptive cards is not supported in Microsoft Copilot Plugins

Problem Statement

Background:
Microsoft Adaptive Cards comes with functionality to automatically refresh a Adaptive Card. This feature helps business user to take appropriate actions on a Adaptive Card shared with them. Along with that they help to get the latest data from the connected system when a user has a need to pull updated content.

Current Gap
When the same Adaptive Card is displayed to a user via Microsoft Copilot with the help of a integrated 3rd party plugin. The card is displayed with actions but as there is no refresh feature the actions cannot be performed. Another downside is that user will not have any option to update the same card to pull latest information but end up re-asking the question to a new adaptive card is displayed

Impact
Degrades the User experience causing large scale implementation of Microsoft Copilot Plugin difficult

Proposed solution

Bring feature parity and for a end user it should not matter whether a card is shared as an Adaptive card or fetched using a Microsoft Copilot Plugin

None

The issue does not identify files, tests, or entry points. Start by locating the Microsoft Copilot Plugin integration and the existing Adaptive Cards refresh implementation, then determine the supported refresh behavior and its integration boundaries. Done should mean that cards delivered through a Copilot Plugin can refresh and perform their actions as proposed.
