Problem Description
The Berlin templates do not allow for scrolling, which is problematic when delivering user-generated content. It would be good to either support scrolling out of the box or allow for us to define a scrollable block.

Research direction
Start by locating the Berlin templates and the rendering path used for the supplied Adaptive Card. Determine whether the expected behavior is scrolling by default or a configurable scrollable block, then verify that the long user-generated content can be reached without breaking the existing card layout.
