Description
In this pr the checks for GenerateSpecs fail. More investigation is needed, but initial thinking is that the failing is due to the PR coming from a forked repo and not being able to checkout the branch in that repo. The same PR was re-submitted from main repo and the checks passed.

Research direction
Start with the GenerateSpecs checks on pull request 6068 and compare the failed fork-based run with the successful run after resubmission from the main repository. Trace the check configuration that handles branch checkout and confirm that contributions from forked repositories complete successfully without breaking the existing workflow.
