Copy & Open when using device login no longer opens browser

when using the device login the action to copy and open the browser no longer opens the browser

Steps to reproduce the behaviour:

1. Enable the superior device login via "al.useInteractiveLogin": false,
2. connect to a new system
3. click copy&open in the dialogue
4. copy happens, browser open does not

3. Expected behaviour
open the browser to microsoft.com/devicelogin (or something)

4. Actual behaviour
does nothing

• Visual Studio Code: Version: 1.104.2 (system setup)

Start with the device-login flow enabled by al.useInteractiveLogin: false and reproduce the Copy & Open action in the login dialog on Windows. Confirm that copying still works and that the action also opens the device-login URL; the issue names no source file or test, so locate the flow before determining appropriate coverage.
