GCM not working for ntv-nachrichten app

Description
symptoms: app registers but no push messages are being received, message counter in microg gcm settings panel stays at 0. This used to work some months ago on my previous phone with microg 2.6 on android 8. This is the only app I know for which GCM does not work. GCM works fine for >10 other apps that I use.
versions:
microg: 2.7 ... 2.10
ntv:5.2.3 (2018-01) ... 5.6.4 (2019-09)
android: 9
logcat is attached. I cleared storage of the ntv app right before capturing. Please let me know if you need any more information.
