Research direction
The issue names Pushbullet version 18 and a migration from GCM to FCM, but no files, tests, or entry points. Start by locating the Pushbullet/GCM integration in GmsCore and reviewing the project's FCM handling. Done means Pushbullet version 18 works with FCM; the issue provides no narrower acceptance test.
