Description
I think it would be better to create a separate GitHub repository just for a single file with the GMS version and then include the repository in .gitmodules of all projects that need to use the GMS version so it can be updated one time for all projects.
GmsApi and GmsCore need it and maybe also others in the future.
Keeping it automatically synced would be better.

Research direction
Review GmsApi and GmsCore and locate where the GMS version is currently defined or consumed. Then assess how a separate repository containing the version file could be included through .gitmodules and kept synchronized. Done means the shared version source and an update workflow are agreed for both projects and future consumers.
