Description
Apps such as chrome and calendar try to log me in, but if I put in my credentials it will say that the account is already on the device, and there is no option to select an account already on the device.

Research direction
Start by reproducing the sign-in flow from Chrome or Calendar when the account is already present in Android system settings. Trace the account-selection and authentication entry points to determine where the existing account is rejected; done means those apps can select and use the existing account without reporting that it is already on the device.
