Impossible to sign into account on Windows using bluetooth passkey from phone

Choosing an Android device will give a QR code, when it is scanned on the phone it appears to be connected, and this menu is given by MicroG.

The bluetooth option is disabled and cannot be used. None of the other options invoke the user's preferred passkey provider. The "Use this device with screen lock" option just prompts for a fingerprint then closes the menu, which doesn't verify it since it isn't using my passkey provider at all.

Start by reproducing the sign-in flow on Windows with an Android phone and compare the available passkey options shown by MicroG. Investigate why Bluetooth is disabled and why the preferred passkey provider is not invoked. Done means the Bluetooth option works or the user's preferred provider verifies the account correctly.
