Is your feature request related to a problem? Please describe.
If you remove the Android Setup app and reset on some devices the operating system is in "setup mode". You have to use some method to get out of it.

Describe the solution you'd like
microG developers should maintain a privileged app that exits "setup mode" after reset for affected devices. microG could also do this itself if it has enough privileges.

Describe alternatives you've considered
You can use other methods to get out of "setup mode" but microG should have an app to do this because removing the Setup Wizard is an prerequisite for microG.
